HR Committee Report for September 2015

The Human Resources Committee met on Tuesday morning, September 8, 2015.

We approved the minutes of the August meeting.

We authorized claims, treasurer’s disbursements, and appropriation transfers and resolutions.

We denied a request for IMRF benefit protection leave.

After a discussion with Mr McGehee, we approved the collective bargaining agreement between the County and the Operating Engineers Local 150, representing Assistant State’s Attorneys. The agreement is for three years, with 2% raises each year, as well as additional language supporting management rights and adherence to professional standards.

The Committee heard from Mr Ross, Mr Clyde, and Mr McGehee regarding the Rock Island County Risk Management Plan. It is a beginning process in making sure our risk management is detailed and the liability fund is more properly utilized. The State’s Attorney informed the Committee that there would be a complete legal opinion issued in time for adoption by the full County Board, and we decided to have the County Board consider the final document including legal suggestions and other fine tuning.

The Committee heard from the Health Insurance Planning Committee that the partnership with Rock Island City for the wellness clinic has been ended, and that a change in tiers for the prescription drug plan has been made. These changes will lower the County’s health care costs by nearly $180,000.00.

The Committee also heard reports from the County Auditor, the Human Resources Director, and the Negotiating Committee.
