HR Committee Report for August 2015

The Human Resources Committee met on Thursday morning, August 13, 2015.

We approved  the minutes of the July meeting.


We heard a public comment from Mr Mielke regarding hiring practices. Mr Ross pointed out that the staff is already working on revising hiring policies in addition to all other policies, and when they are complete, they will be considered by the appropriate committees.


We authorized transfers of appropriations, claims, and treasurer’s disbursements.


After the 30-day display period, we granted final approval to Policy 100-5 “County Board and County Administrator Code of Conduct.”


I encourage all members to commit as much of this policy to memory as possible, since it is the basis for our role as a governing board with a professional staff hired to do the detail work.


Additionally, I must point out that when it comes to addressing union contract negotiations, while the County Board may designate two members to observe, any member may observe. However, being an observer is limited to exactly that. Just as you can go to a football game, you sit and watch; you do not call the plays, change the line-up, or make any other decisions concerning the game, that role is left to the professional coaching staff.


Finally, this policy sets into place the expectations for County Board members and the Administrator, and it contains a remedy in Section 2b for calling out members who do not comply with such expectations.


The Committee heard reports from the County Auditor, the Health Insurance Planning Committee, and the Human Resources Director.
