The 2017 Annual Town Meeting of South Rock Island Township will be on Tuesday, April 11, 2017, at 6:01 pm, at the Office of the Town Clerk, Town Hall, 1019 27th Ave, Rock Island, IL.
All registered voters are invited and encouraged to attend this exercise of the most basic unit of direct democracy.

ALL REGISTERED VOTERS ARE INVITED TO THE ANNUAL TOWN MEETING!

The Annual Town Meeting is a time-honored tradition that embodies the truest form of direct democracy. Our Annual Town Meeting will be at 6:01 pm on Tuesday, April 11, 2017, in the Township Hall (1019 27th Ave., Rock Island). All citizens who are registered to vote in South Rock Island Township are eligible to participate in and vote on topics presented at this meeting.

Since I became Town Clerk, I made it my goal to increase participation at the Annual Town Meeting. In the past, the Annual Town Meeting has been a perfunctory affair with few attendees, though we have worked very hard to to make it more constructive and increase resident participation. I am happy to say that last year was a record turnout; approximately four times more people participated than on average.

I believe it is important for us to highlight our services and involve residents in the decision using the Annual Town Meeting. Additionally, this will be the second year that we honor outstanding individuals and organizations in our community with the Township Resident Awards program.

Town Clerk's Report for February 2017

At the February 26, 2017, Township Board meeting, I'll present the following information:

January 25- February 23, 2017

  • Responded to a request for FY16 & 17 budgets from Ray Myers on February 8, 2017 (same day).
  • Need the following supplies (priced by Amazon.com) for the record books at a total of $105.89:
      • First time I’ve asked for supplies in four years, and this should last the next four years.
    • 7 Avery Durable View Binder, 3” Slant Rings, 600-sheet capacity, DuraHinge, White (17042). $5.39 each. 
    • 3 Wilson Jones Sheet Lifters, Boomerang Easy Flow II, 45 Gauge, Black, 20/box (W354-89). $16.91/box.
    • 7 Avery Ready Index Table of Contents Dividers, 12-Tab, January - December, 1 set (11127). $2.49/set.
  • Annual Town Meeting: April 11, 2017, at 6:01 pm.
    • Postings and publishing will be completed before March Township Board meeting.
    • Completed copies of all resolutions, reports, and the 2016 minutes will be made available in early April.
    • We will use an electronic voter list again this year to verify eligibility.

Town Clerk's Report for January 2017

At the January 30, 2017, Township Board meeting, I'll present the following information:

December 16, 2016- January 25, 2017
  • No FOIA requests brought to my attention this period.
  • Filed with the County Clerk on December 20, 2016:
    • Certificate of ballot,
    • Property tax levy ordinance & documents, and
    • Certified list of Township Officials required to file statements of economic disclosure.
  • Beginning work on Annual Town Meeting scheduled for April 11, 2017, at 6 pm.
  • Township Board must approve agenda not less than 15 days before the annual town meeting. I’ll ask to have it approved at our February 27, 2017, meeting and I will have to get the notice published by March 27, 2017.

Human Resources Committee Report for November 2016

The Human Resources Committee met on Wednesday morning, November 9, 2016.


We approved the minutes of the October meeting.


We authorized resolutions for funds and transfers, claims, and treasurer’s disbursements.


The Committee reviewed final drafts of proposed Employee Policies for the County presented by Dr Ross. The policies have been looked at by the State’s Attorney.


We considered the new Risk Management Plan and approved passing it on to the Finance Committee. The Risk Management Plan was developed by the County’s Safety Committee and protects the County against liability and/or loss which may be imposed upon it or one of its employees for a tortious act. It also identifies risk management, education, inspection, and supervisory expenses directly attributable to loss prevention and reduction.


This being our last regular business County Board meeting, we have a special responsibility to recognize our brothers and sister who have reached the end of their terms of service to Rock Island County.

  • Steve Doye, from Moline, has served District 7 since 2015.

  • Christine Filbert, from Cordova, has served District 1 since 2012.

  • Steve Ballard, from Moline, has served District 10 since 2002.

  • Don Jacobs, from East Moline, has served District 6 since 1998, and served as County Auditor for 22 years before that.

We appreciate their years of service to their communities and will always hold in high regard their efforts in making our County better. On a personal note, it has been my pleasure to get to know each of these individuals and I have come to gain from their wisdom and experience-- we won’t ever be able to replace their unique qualities. We wish them and their families well into the future, and we hope that our paths may cross again in the spirit of service to community.


The Committee also heard reports from the County Auditor, the Health Insurance Planning Committee, and the Human Resources Director.


I wish to express my supreme gratitude in serving as your Human Resources Committee Chairman for the last four years. It has given me great joy to lead and see the professionalization of the department as it has advanced a number of issues for our employees ranging from safety, risk mitigation, improved policies, and better healthcare. Our employees and residents are well served by our centralized approach to delivering for the various departments and public offices of the County.
